What are work ethics in Policing?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Work ethics<\/strong> refers to a set of moral principles and values that guide behavior and decision-making in the workplace. In the context of policing, work ethics encompass<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Integrity<\/strong>: Acting with honesty and moral uprightness.<\/li>\n\n\n\n<li><strong>Accountability<\/strong>: Taking responsibility for actions and outcomes.<\/li>\n\n\n\n<li><strong>Transparency<\/strong>: Openness in functioning and communication.<\/li>\n\n\n\n<li><strong>Service Orientation<\/strong>: A commitment to public welfare.<\/li>\n\n\n\n<li><strong>Non-Discrimination<\/strong>: Treating every citizen equally before the law.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">In theory, Indian police personnel are bound by codes under the <strong>Police Act, 1861<\/strong>, <strong>Code of Criminal Procedure (CrPC), 1973 (<\/strong>now<strong> Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023)<\/strong>, and guidelines by the <strong>Supreme Court of India (SCI)<\/strong>. Yet, in practice, these ethical values are frequently compromised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Causes behind missing work ethics<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several interlinked factors contribute to the decline of work ethics in Indian police forces<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a) Lack of Institutional Training<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though police academies exist at both central and state levels, ethical training is often inadequate or sidelined. Consequences of declining work ethics<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The impact of eroded work ethics in the police force is not just institutional, but deeply societal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a) Erosion of public trust<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trust in police, especially in rural areas and among minorities or vulnerable groups, remains dismal. How to set it right?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corrective measures must be multi-pronged and institutionalized<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a) Independent Police Complaints Authority (IPCA)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every state must activate an IPCA to investigate misconduct cases without bias or political influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>b) Transparent appointments &amp; transfers<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Police Establishment Board (PEB)<\/strong> should handle postings and promotions based on merit and integrity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>c) Performance linked to ethics<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evaluate officers not just on cases solved, but also on community relations, fairness, and transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>d) Ethical training<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Incorporate value education, conflict resolution, and empathy building into both induction and in-service training modules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6. Community Policing as a long-term solution<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Community Policing (CP)<\/strong> emphasizes collaboration between police and the public to proactively solve problems. It humanizes the force, instills accountability, and reduces the &#8220;us vs. them&#8221; sentiment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Successful models like <strong>Janamaithri in Kerala<\/strong>, <strong>Maithri in Andhra Pradesh<\/strong>, and <strong>Meira Paibi collaborations in Manipur<\/strong> have demonstrated that when the police act as partners rather than enforcers, trust improves, and ethical behavior becomes inherent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7. Judiciary&#8217;s Role<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>Judiciary (JUD)<\/strong> can play a vital role in enforcing work ethics in the police:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mandating Reforms<\/strong>: Through PILs and suo motu cognizance, the SCI and High Courts have the power to direct reformative actions.<\/li>\n\n\n\n<li><strong>Monitoring Custodial Deaths<\/strong>: Courts must ensure swift and strict punishment in cases of custodial torture or custodial rape.<\/li>\n\n\n\n<li><strong>Strengthening Accountability<\/strong>: Encourage <strong>State Human Rights Commissions (SHRCs)<\/strong> to recommend action, and make their advice binding.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, in <strong>Paramvir Singh Saini v. Baljit Singh (2020),<\/strong> the SCI directed all police stations to install CCTV cameras, ensuring transparency in interrogations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Conclusion<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India\u2019s rise as a global power is not merely dependent on its <strong>GDP growth<\/strong>, <strong>digital economy<\/strong>, or <strong>geopolitical stance<\/strong>, but also on the <strong>integrity of its institutions<\/strong>. The police, as the first point of contact between the citizen and the state, must exhibit the <strong>highest ethical standards<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missing work ethics is not just a flaw in the system\u2014it is a symptom of larger rot: politicization, corruption, and societal disengagement.
